I think that the designer should listen to what the customer's goals are with the web page and what they want to accomplish by having this page/site. The likes and dislikes of the customer should be taken into consideration, because although the webmaster is designing the page, it is for and about the customer, and should reflect the customer's personality, and not that of the webmaster.
